The mayor is authorized and empowered to adopt any temporary regulations for controlling the straying or runaway of any animal, as defined in this chapter, for the protection and preservation of the health, safety, good order and general welfare of the citizens of the city. (d) No person shall use or cause, encourage or permit any animal within the corporate limits of the city to be used or permitted to be used for the purpose in this chapter of any form of fighting. (e) No person shall transport and set out for sale or offer for sale any animal of any kind for the purpose of exhibiting the animal. (f) In enacting this chapter and in enforcing its provisions, the mayor shall include protection of persons and property and enforcement of the provisions against the nuisance and nuisance animal control functions of any person licensed under this chapter who engages in the transport of any wild animal or animals as a commodity for such transportation.
